THE PURPOSE OF THE PROGRAM IS (1) TO DESIGN AND ESTABLISH A NATIONAL ENVIRONMENTAL SYSTEM THAT INCLUDES POLICIES AND REGULATIONS ON ENVIRONMENTAL PROTECTION AND CONSERVATION, AS WELL AS THE RATIONAL USE OF NATURAL RESOURCES; AND (2) TO CREATE THE INSTITUTIONAL CAPACITY WITHIN THE CORRESPONDING GOVERNMENT AGENCIES TO CONTROL AND FOLLOW-UP THE COMPLIANCE AND APPLICATION OF SUCH POLICIES AND REGULATIONS.
