The purpose of this operation is to improve coverage and efficiency of the civil registry system of Ecuador through the transformation of DGRCIC in a transparent and efficient institution that provides high quality services to their internal and external clients. The main objective of the TC is to support the DGRCIC in developing the main components of its modernization plan and institutional change.
