Strategy and Projects

The IDB Group Country Strategy with Mexico 2026–2031 aims to support Mexico’s transition toward higher, more inclusive, and sustainable long term growth, aligned with the Plan Nacional de Desarrollo 2025–2030 and Plan México. The strategy seeks to consolidate recent social gains while addressing persistent constraints related to productivity, fiscal capacity, territorial disparities, and resilience to climate and external shocks.

The strategy is structured around three mutually reinforcing pillars:

  1. Growth driven in synergy with the private sector, focusing on access to finance, innovation, fiscal sustainability, and labor and pension systems.
  2. Provision of social services, with emphasis on the National Care System, water and sanitation, urban development, and housing.
  3. Resilience, including disaster risk management, resilient infrastructure, energy transition, and protection of natural capital.

Cross cutting priorities on equality of opportunities and environmental sustainability are mainstreamed across all pillars. Implementation will follow a programmatic, long term engagement model, emphasizing results, adaptability, and strong public–private complementarity through IDB, IDB Invest, and IDB Lab.

The strategy provides a coherent framework to support Mexico’s development objectives and enhance the effectiveness and impact of the IDB Group’s engagement over the 2026–2031 period.
