Institutional and Technical Management in Public Services Enterprises

Recognize: (i) The internal organization and arrangements of the Quito Company of Sewage and Potable Water (EMAAP-Q), specially the execution, monitoring and supervision of the project financed with the loan operation 1802/OC-EC, Phase II of the Environmental Sanitation Program for Quito; (ii) The structure, content and scope of the Operations Manual of the loan, with the purpose of knowing its operability, use, and level of support in the execution of the loan operation; (iii) The bidding process carried out by the Company (EMAAP-Q), documents , models and arrangements; (iv) Concept and Slopes Management in Quito, which are coordinated by Quito's municipality and the involvement of the companies providing water and sewage services in order to review its applicability in Manizales; (v) National, regional and local legislation in the matter of water disposal and basin management to support the development of the SAVER's Program (water disposal sanitation), included in the Development Plan of the Sector; (iv) Project' sites and constructions systems.
