Specifically, this TC will provide technical and financial advice to the MA which was created on July 9, 2020 through article 291 of Law 19.889 (urgent consideration law, or LUC). In November 2020, the IDB organized a series of workshops with current and former ministers of the environment, to study different possible organizational models which are functional for the delivery of specific policy targets, for consideration by Uruguay.
At the institutional level, the main challenge for MA consists in articulating units and direction under one umbrella when these had previously been working independently, did not exist, or did not have the same mandates as they do now. To address this issue, the Development and implementation of a specific strategic vision will be supported, with the intent of prioritizing climate mitigation and adaptation activities, in line with the country’s Nationally Determined Contribution (NDC).
