Acceso a Información (ATI)

La Política de Acceso a Información (ATI, por sus siglas en inglés) es un instrumento aprobado por el Directorio Ejecutivo del BID y diseñado para elevar los estándares de transparencia del Banco al más alto nivel de prácticas internacionales, permitiendo así una mayor rendición de cuentas en la ejecución de sus proyectos y actividades.

Mr. Andre Soares is the Chief of the Office of the Presidency.

Mr. Soares is a dual citizen of USA and Brazil.  Prior to his current role, he was a Senior Fellow at the Brazilian Center for International Relations (CEBRI) and a Senior Non-Resident Fellow at the Atlantic Council-Latin America Center, developing strategic partnerships with companies and organizations across Latin American and the Caribbean on trade and social impact matters.  From 2014 to 2016 he carried out research on trade and economics in the Integration and Trade Sector (INT) of the Vice Presidency for Sectors and Knowledge, and later served as Counselor on the IDB Board of Executive Directors and Temporary Alternate Executive Director for IDB Invest from July 2016 until May 2022.

Andre holds a Master’s and a Bachelor’s degree in Industrial Production Engineering from the Federal University of Rio de Janeiro in Brazil.

Jordan Schwartz, a USA citizen, was appointed Executive Vice President starting June 1, 2023.  

In his role as Executive vice President (EVP), he is the Chief Operating Officer (COO) of the IDB and oversees the quality control and risk management of all Bank operations. He serves as chair of management committees responsible for the Bank’s operational activities and provides oversight and direction to the Vice Presidents and all other senior staff.

Prior to joining the IDB, Mr. Schwartz worked in the field of economic development for over 30 years, focusing on infrastructure economics, finance, the role of the private sector, and sustainability. He has extensive work experience, both at the World Bank and in the private sector, primarily in Latin America and the Caribbean as well as across East Asia and the Pacific and Central Europe. He was the World Bank’s Country Director for Argentina, Paraguay and Uruguay from 2019 until January 2023. Previous to this position, he served in multiple roles at the World Bank, including Director for Infrastructure (Finance), Public Private Partnerships & Guarantees (2017-2019), Director, Infrastructure & Urban Development Hub in Singapore (2015-2017), Head of the Global Infrastructure Facility, and Lead Economist for Latin America and the Caribbean Sustainable Development Department, among others. 

In addition, Mr. Schwartz’ private sector experience includes senior roles in infrastructure and transport strategy at the management consulting firms of Deloitte Touche, and Booz Allen & Hamilton. 

He holds a Master’s degree in Foreign Service from Georgetown University and a Bachelor’s degree in International Relations from Tufts University.

Anabel González, a dual citizen of Costa Rica and USA, was appointed Vice President for Countries starting September 1, 2023.

Ms. González has worked in the field of economic development for over 30 years, focusing on trade, investment, competitiveness, and the role of the private sector. Her experience spans international organizations, the public sector, consulting, and research.

Prior to joining the IDB, she served as Deputy Director-General at the World Trade Organization (WTO) from June 2021 until August 2023. During this time, she facilitated trade negotiations among WTO members, including on trade-related aspects of the pandemic.

She also oversaw the divisions of economic research, market access, services trade and investment, and intellectual property. Ms. González fostered an expanded knowledge agenda in collaboration with other international organizations, managed the relationship with Latin America and the Caribbean, and supported the strategic positioning of the WTO including through her blog “Trade Thoughts”.  Earlier in her career, she worked as Director of the Agricultural Division at the WTO (2006-2009).

Previously, she was Nonresident Senior Fellow at the Peterson Institute for International Economics in Washington DC (2018-2021), where she conducted research and published on trade policy and economic integration and launched the “Trade Winds” virtual series. Simultaneously, she served as Senior Advisor to the Global Advantage and Social Impact practices at the Boston Consulting Group, assisting clients across the public and private sector.

Ms. González’s professional trajectory includes serving as Senior Director of the World Bank’s Global Practice on Trade & Competitiveness (2014-2017). In this role, she led a large team to provide global thought leadership and comprehensive solutions to governments worldwide to expand market opportunities, boost private initiative and foster dynamic economies. She also served as Senior Consultant on Trade and Investment at the IDB between 2009-2010.

Ms. González has extensive public sector experience in the government of Costa Rica. As Minister of Trade in 2010-2014, she played a key role in the country´s pursuit to join the Organization for Economic Co-operation and Development (OECD), negotiated major free trade agreements and contributed to attracting numerous investment projects. She also served as president of PROCOMER (export promotion board). Previously, Ms. González served as Special Ambassador and Chief Negotiator (2002-2004), Vice-Minister (1998-2001), and Director General for Trade Negotiations (1991-1997). Additionally, she worked as Director-General of CINDE, a non-profit investment promotion agency, between (2001-2002).

Ms. González has written extensively on trade, investment and economic development, and has presented in over 70 countries across the world. She has also been associated with the World Economic Forum, the T20 Trade, Investment and Growth Task Force, and the Friends of the Multilateralism Group, among others. She holds a Master’s degree in Law from Georgetown University, and a Law degree from the University of Costa Rica.

Gustavo De Rosa, a citizen of Argentina, was appointed Vice President for Finance and Administration on January 1, 2021. He also serves as the IDB’s Chief Financial Officer (CFO) and General Manager of the Finance Department, positions he has held since February 2015. He is responsible for the mobilization and management of the Bank’s financial resources, including treasury, financial reporting and financial planning.  

Prior to his role as CFO, he served as IDB Chief Risk Officer since 2011. Before joining the Bank, Mr. De Rosa was Chief Risk and Operating Officer at ING Belgium, S.A., in Madrid. Beginning in 1998, he held management positions within ING in Argentina, the Netherlands and Spain. He previously worked for more than eight years with Deutsche Bank in Argentina and Germany.

Mr. De Rosa holds a master’s degree in banking management from the Centro de Estudios Macroeconómicos de la República Argentina (CEMA) and a bachelor’s degree in business administration from the Universidad Argentina de la Empresa (UADE). He has also completed postgraduate work in management and strategic planning at the European Business School Schloss Reichartshausen in Germany.

Ms. Ana María Ibáñez Londoño, a citizen of Colombia, was appointed Vice President for Sectors and Knowledge (VPS) as of June 1, 2023.  Prior this appointment, Ms. Ibáñez Londoño was Economics Principal Advisor in VPS since 2019 when she joined the IDB.  In this role, she coordinated and supervised the VPS knowledge program in close collaboration with the operational departments, focusing on aligning the multi-annual agenda with the development priorities of the Region.

Before joining the Bank, Ms. Ibáñez was a Professor in the School of Economics at the Universidad de los Andes in Bogotá since 2003, where she conducted cutting-edge research on migration, rural development, and the consequences of conflict. Additionally, from 2012 2016, she was Dean of the School of Economics at the same university and from 2008 2012 was the Director of the Research Center of the School of Economics (CEDE). She has been a visiting professor and senior fellow at several universities during her career, including Princeton and Yale, and is an accomplished writer of publications and books with particular emphasis on migration, forced displacement and armed conflict.

Ms. Ibáñez served in the Board of Directors of Grupo Éxito, BBVA-Colombia, Fundación Éxito and Fundación Saldarriaga Concha, as well as the Advisory Committee of the United Nation’s Peace Building Fund, and the World Bank’s Commission on Poverty.

Ms. Ibáñez holds a Ph.D. degree and a Master’s degree in Agricultural and Resource Economics from the University of Maryland at College Park and an undergraduate degree in Economics from the Universidad de los Andes in Bogotá, Colombia.

Juliano Seabra, a Brazilian citizen, is Manager of the Knowledge, Innovation and Communication Sector of the Inter-American Development Bank (IDB) since May 2023. Previously, he served as Chief of the Innovation and Creativity Division at IDB, leading an internal innovation studio that is unique among multilateral development banks. 

Before joining the IDB in 2019, Juliano had a successful career working at the intersections of public, private and non-profit organizations with a strong track record of improving impact. 

Between 2018 and 2019, he was the Director of Innovation and New Business at TOTVS, the largest software company in the southern hemisphere, where he led the repositioning of Idexo, a pioneering initiative to foster innovation between startups and corporations. During the same period, Juliano was a Board Member of Brain – the innovation laboratory of Algar Telecom.

From 2009 to 2018, Juliano held multiple leadership positions at Endeavor Brazil, the biggest affiliate of the global non-profit that fosters high-impact entrepreneurship. During his tenure as Managing Director from 2013 to 2018, Endeavor expanded its impact in Brazil on entrepreneurship education, digital and media outreach, research and advocacy, reaching millions and helping shape the country’s entrepreneurship ecosystem. 

In the past, Juliano worked as Executive Director at Prospectiva Consulting and led the creation of Senac’s entrepreneurship center, which fosters entrepreneurship as a career option for students in the State of São Paulo.

Juliano holds a Master’s Degree in Public Administration and Government from Fundação Getúlio Vargas and a Bachelor’s Degree in International Relations from the Pontifical Catholic University of São Paulo.

As General Counsel and General Manager of the IDB Legal Department, Mr. Scott manages an in-house counsel team providing legal services to the Board of Governors, Board of Executive Directors, and Management. In this role, Mr. Scott serves as the principal legal advisor on a broad variety of issues, including the status of IDB as a public international organization, governance, policy development, implementation of strategic plans, operational programs, resource mobilization, institutional integrity, human resources, and change management.

Mr. Scott joined the IDB in 1985 and has held several management positions. For the year 2020, Mr. Scott served as Executive Vice President, a.i., acting as Chief Operating Officer for IDB operations. Other leadership roles have included Chief Counsel, Corporate Legal Affairs (2002 to 2015), and Assistant General Counsel, Legal Financial Office (1999 to 2002). Mr. Scott holds a J.D. from the Washington College of Law at American University and a B.A. in English and Economics from Clark University.

Gerardo Corrochano has more than 30 years of experience in international economic development with an emphasis on private and financial sector development, as well as in consulting and academia. From November 2018 to November 2021 he was Executive Director for Peru at the IDB and IDB Invest, chairing various Board committees. Before joining the IDB Group, Mr. Corrochano held several senior positions at the World Bank Group, including Director of Strategy, Risk, and Results in the Office of the Vice President for Operations Policy (2017-2018), Country Director for Mexico and Colombia based in Mexico City (2014-2017), Sector Director for Finance and Private Sector in the Europe and Central Asia region (2011-2014), as well as Director for Innovation, Technology, and Entrepreneurship, among other positions since joining the World Bank in 1990.

A citizen of Peru, Mr. Corrochano holds a Master of Business Administration (MBA) degree from George Washington University and a Licenciatura in Economics degree from Universidad del Pacífico in Lima, Peru.
